In July 2025, Congress passed H.R. 1, which imposes time limits for SNAP/CalFresh benefits on several additional populations if they cannot prove they meet certain work requirements or exemptions. These time limits are not yet in effect because California has a statewide waiver through January 2026.
Once the waiver expires, populations that will be at risk for losing benefits due to H.R. 1 changes to time limits include:
Below are very rough estimates of the number of CalFresh recipients, as of May 2025, in some of these at-risk categories. Note: Not all of these recipients will lose benefits, as some will likely be able to prove they meet work requirements.

May 2025 participation by county used to calculate the share of persons and households, respectively, of total CalFresh population in each county.
