Every five years, Child Nutrition Reauthorization (CNR) provides Congress with the opportunity to strengthen and increase investments in the child nutrition and school meals programs that not only improve the health and nutrition of millions of low-income children and families but also provide critical educational and enrichment activities that support children’s development and wellbeing. These programs include the National School Lunch Program (NSLP), School Breakfast Program (SBP), Afterschool and Summer Nutrition Programs, WIC and the Child and Adult Care Food Program (CACFP).

The “Stop Child Summer Act” (S. 1941/H.R. 3378) introduced by Senator Patty Murray (D-WA) and Representative Susan Davis (D-CA) would provide families who have children eligible for free and reduced-price school meals with an electronic benefit transfer (EBT) card to help them obtain nutrition during the summer.

The “Summer Meals Act of 2019” (S. 1908/H.R. 2818) introduced by Senators Kirsten Gillibrand (D-NY) and Lisa Murkowski (R-AK) and Representatives Don Young (R-AK) and Rick Larsen (D-WA). These bills provide the following program improvements including lowering the area eligibility test from 50 percent to 40 percent to allow more low-income communities to provide summer meals; allow nonprofit and local government agencies to provide meals year round through the Summer Food Service Program: allow all sites to serve three meals and provide grant funding to support efforts to reach underserved areas–S. 1908 includes an additional provision to support meal service in disaster situations.

The “No Shame at School Act” introduced by Senator Tina Smith (D-MN) and Representative Ilhan Omar (D-MN) (S. 1907/ H.R. 3366) would prohibit schools from taking any action that stigmatizes or shames students who cannot pay their meal fees. It would also require school districts to certify students who are categorically eligible for free school meals and take steps to determine if children whose households are accruing school meal debt are eligible for free or reduced-price school meals. Lastly, it would allow school districts to claim free and reduced-price school meals retroactively for students who are certified to receive them during the school year.

The “Hunger-Free Summer for Kids Act” introduced by Senators John Boozman (R-AR) and Patrick Leahy (D-VT), Majority Leader Mitch McConnell (R-KY) and Senators Michael Bennet (D-CO), Cindy Hyde-Smith (R-MS), Sherrod Brown (D-OH) and John Hoeven (R-ND) would provide flexibility to the congregate feeding requirement in areas with barriers to summer feeding where the summer meal sites are not viable.
