This high and persistent level of hunger underscores the immense need to strengthen the food safety net by increasing Supplemental Nutrition Assistance Program (SNAP) benefits, known as&nbsp;<a href=\"http:\/\/www.calfresh.ca.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">CalFresh<\/a>&nbsp;in California, and expanding child nutrition programs.&nbsp;<br \/>\r\n<br \/>\r\n\u201cWith one in 7 (6.6) California households struggling against hunger, it is clear that the most vulnerable among us \u2013 seniors, people with disabilities, working and unemployed families, and children, depend on federal nutrition programs to keep food on the table,\u201d said Jessica Bartholow, legislative advocate at the&nbsp;<a href=\"http:\/\/www.wclp.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Western Center on Law and Poverty.<\/a>&nbsp;\u201cWhile there has been a slight decline in food insecurity since the beginning of Governor Jerry Brown\u2019s administration, Californians are still much more food insecure than they were in 2001 and millions of people continue to struggle to prevent the indignity of hunger.\u201d&nbsp;<br \/>\r\n<br \/>\r\nAmong the 15 percent of households in California considered to be food insecure during the 2011-2013 period, 5.9 percent were considered to have \u201cvery low food security.\u201d People that fall into this USDA category had more severe problems, experiencing deeper hunger and cutting back or skipping meals on a more frequent basis for both adults and children. \u201cThis was certainly not helped by the&nbsp;<a href=\"http:\/\/www.wclp.org\/Resources\/WCLPContent\/tabid\/1088\/smid\/3613\/ArticleID\/954\/t\/Congressional-Inaction-Leads-to-Cut-in-Food-Aid-in-November\/Default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">recent 5% cut<\/a>&nbsp;in federal SNAP benefits,\u201d said Kevin Aslanian, Executive Director of the<a href=\"http:\/\/www.ccwro.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Coalition of California Welfare Rights Organizations<\/a>&nbsp;which joined&nbsp;<a href=\"http:\/\/www.wclp.org\/Resources\/WCLPContent\/tabid\/1088\/smid\/3613\/ArticleID\/957\/t\/California-Weighs-in-With-Strong-Opposition-to-SNAP-Cuts-\/Default.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">dozens of California-based anti-hunger organizations<\/a>&nbsp;to fight against these cuts and call for increases in federal SNAP payments to match those established by the&nbsp;<a href=\"http:\/\/www.iom.edu\/Reports\/2013\/Supplemental-Nutrition-Assistance-Program-Examining-the-Evidence-to-Define-Benefit-Adequacy.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">National Institutes of Medicine as necessary for a healthy diet<\/a>.&nbsp;<br \/>\r\n<br \/>\r\n\u201cThe drop in food insecurity in California since 2010 represents investments and efficiencies made by the Legislature and the Brown administration,\u201d said Andrew Cheyne, director of policy at the&nbsp;<a href=\"\/es\/\" target=\"_blank\" rel=\"noopener noreferrer\">Asociaci\u00f3n de Bancos de Alimentos de California<\/a>. \u201cWe are hoping that the Administration continues this commitment to driving down these numbers by signing anti-hunger legislation now on his desk,&nbsp;<a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201320140AB1930\" target=\"_blank\" rel=\"noopener noreferrer\">Assembly Bill 1930<\/a>&nbsp;(<a href=\"http:\/\/asmdc.org\/members\/a15\/\" target=\"_blank\" rel=\"noopener noreferrer\">Skinner<\/a>) and&nbsp;<a href=\"http:\/\/cfpa.net\/sb1002\" target=\"_blank\" rel=\"noopener noreferrer\">Senate Bill 1002<\/a>&nbsp;(<a href=\"http:\/\/sd22.senate.ca.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">De Le\u00f3n<\/a>),\u201d he added.&nbsp;<br \/>\r\n<br \/>\r\nReleased by California Association of Food Banks, Western Center on Law and Poverty, and Coalition of California Welfare Rights Organizations. Food insecure households are those that are not able to afford an adequate diet at all times in the past 12 months. For states, USDA uses three-year averages to give a better estimate (with a smaller margin of error) of the number of households experiencing food insecurity.
