SNAP is our most effective anti-hunger program, serving more than 5.5 million Californians. The Senate\u2019s proposed changes would jeopardize access to food for millions, increase administrative burdens, and weaken states&#8217; ability to respond during times of crisis. More egregious than the House, the bill immediately ends the bipartisan exemptions for veterans, former foster youth, and people experiencing homelessness from SNAP\u2019s 3-month time limit.&nbsp;<\/p>\n\n\n\n<div style=\"height:31px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p style=\"font-size:22px\"><strong>A <\/strong><a href=\"https:\/\/www.endchildpovertyca.org\/wp-content\/uploads\/2025\/06\/Legislative-Analysis_-SNAP-Cuts-Proposed-by-House-and-Senate-Irreparably-Harm-California.pdf\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-green-color\">20% cut to SNAP<\/mark><\/strong><\/a><strong> \u2014 as proposed in the Senate \u2014 would result in staggering harm:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>California would lose an estimated $30 billion in federal SNAP benefits over the budget window.<\/li>\n\n\n\n<li>The economic ripple effect would include over <a href=\"https:\/\/www.endchildpovertyca.org\/wp-content\/uploads\/2025\/06\/Legislative-Analysis_-SNAP-Cuts-Proposed-by-House-and-Senate-Irreparably-Harm-California.pdf\">406,880 jobs lost<\/a>, from farmworkers and truck drivers to grocery store clerks and retail workers.<\/li>\n\n\n\n<li><a href=\"https:\/\/frac.org\/blog\/part-3-the-real-cost-of-cutting-snap-jobs-lost-stores-closed-communities-undermined\">Rural grocery stores would close<\/a>, food deserts would expand, and already-overwhelmed food banks would face unsustainable demand.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:31px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p style=\"font-size:22px\"><strong>This bill includes provisions that would:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Shift the financial burden<\/strong> of SNAP to states and counties, eroding its status as a federal entitlement. It allows states to choose either their FY 2025 or FY 2026 SNAP payment error rate to calculate the new required state match, creating a cost shift that threatens long-term program viability.<\/li>\n\n\n\n<li><strong>Immediately end bipartisan exemptions<\/strong> in the 2022 FRA for veterans, people experiencing homelessness, and former foster youth aging out of the system \u2014 protections that were hard-won and are currently helping tens of thousands of Californians, including <a href=\"https:\/\/www.cbpp.org\/research\/food-assistance\/snap-helps-12-million-veterans-with-low-incomes-including-thousands-in\">115,000 veterans<\/a> who rely on CalFresh.<\/li>\n\n\n\n<li><strong>Expand punitive time limits and paperwork requirements<\/strong> for \u201cable-bodied\u201d adults \u2014 now including those aged 55 to 64, and parents with school-aged children 14 and older. These failed policies <a href=\"https:\/\/calbudgetcenter.org\/resources\/republican-proposed-calfresh-cuts-put-millions-of-californians-at-risk-of-hunger\/\">cut people off due to red tape, not lack of work ethic<\/a>.<\/li>\n\n\n\n<li><strong>Slash benefit adequacy<\/strong> by <a href=\"https:\/\/www.cafoodbanks.org\/2025-TFP\">mandating cost neutrality for future Thrifty Food Plan updates<\/a>, ensuring benefits stay stuck at a meager $6.20 per day despite rising food costs.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:29px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Taken together, these changes would devastate California\u2019s food system and economy, while forcing state and county governments to shoulder the fallout without additional support. It is a profound disinvestment in families, seniors, veterans, people with disabilities, and working parents.<\/p>\n\n\n\n<p>We thank Senators Alex Padilla and Adam Schiff for standing firmly in opposition to this harmful proposal and for being champions of SNAP. Their leadership sends a clear message that Californians deserve better \u2014 and that nutrition, dignity, and economic stability must remain a priority.<\/p>\n\n\n\n<p>We call on the House to reject a bill with cuts or harmful changes to SNAP and instead prioritize stability, nutrition, and economic resilience.
