Director of Government Affairs Andrew Cheyne was in Sacramento to hear the Governor&#8217;s announcement along with other members of the <a href=\"http:\/\/ca4ssi.org\/\">\u52a0\u5229\u798f\u5c3c\u4e9a\u4eba\u53c2\u52a0SSI\u8054\u76df<\/a>&nbsp;to advocate for Supplemental Security Income\/State Supplemental Payment, CalFood, and the drought food assistance program.<\/p>\n<blockquote>\n<p dir=\"ltr\">We are here on <a href=\"https:\/\/twitter.com\/hashtag\/CABudget?src=hash\">#CAB\u9884\u7b97<\/a> day to call on <a href=\"https:\/\/twitter.com\/JerryBrownGov\">@\u6770\u91cc\u00b7\u5e03\u6717\u00b7\u6208\u592b<\/a> &amp; the <a href=\"https:\/\/twitter.com\/hashtag\/CALeg?src=hash\">#CALeg<\/a> to lift everyone on SSI\/SSP out of poverty <a href=\"https:\/\/twitter.com\/hashtag\/TalkPoverty?src=hash\">#TalkPoverty<\/a> <a href=\"https:\/\/t.co\/RL00vtGvTf\">pic.twitter.com\/RL00vtGvTf<\/a><\/p>\n<p>\u2014 Californians for SSI (@CA4SSI) <a href=\"https:\/\/twitter.com\/CA4SSI\/status\/818903680405516288\">January 10, 2017<\/a><\/p><\/blockquote>\n<p>Governor Brown was, as he has been at all previous budget announcements, cautious about California&#8217;s economy. He referenced the incoming Trump administration as a reason to be even more prudent about investments in state programs than he has been in the past. He also referenced his recently departed corgi, Sutter, in his proposal.<\/p>\n<p><img decoding=\"async\" alt=\"\" src=\"\/sites\/default\/files\/sutter.PNG\" style=\"height:326px; width:515px\" \/><\/p>\n<p>The proposed budget includes $2.9 billion General Fund for the Supplemental Security Income\/State Supplemental Payment program today, which represents a 2% increase ($55.2 million) over the revised 16\u201117 Budget. This is a disappointment to CAFB because it doesn\u2019t raise the state\u2019s contribution to SSI\/SSP to the level it was at before the Great Recession.&nbsp;<\/p>\n<p>\u201cWhile most of the state is benefitting from economic prosperity, a million Californians are being left behind,\u201d says Andrew. \u201cGovernor Brown says he wants to create a rainy day fund, well for seniors and those living with disabilities, it is already pouring.\u201d<\/p>\n<p>Andrew&#8217;s sentiment was echoed by members of CAFB.<\/p>\n<blockquote>\n<p dir=\"ltr\">No one should be forced into poverty. <a href=\"https:\/\/twitter.com\/JerryBrownGov\">@\u6770\u91cc\u00b7\u5e03\u6717\u00b7\u6208\u592b<\/a> you can lift up 1M Californians by fixing SSI\/SSP. <a href=\"https:\/\/twitter.com\/hashtag\/CABudget?src=hash\">#CAB\u9884\u7b97<\/a> <a href=\"https:\/\/t.co\/s0Z3NvRX4o\">https:\/\/t.co\/s0Z3NvRX4o<\/a><\/p>\n<p>\u2014 Alameda CC Food Bank (@ACCFB) <a href=\"https:\/\/twitter.com\/ACCFB\/status\/818892668541534208\">January 10, 2017<\/a><\/p><\/blockquote>\n<blockquote>\n<p dir=\"ltr\">At <a href=\"https:\/\/twitter.com\/foodbankccs\">@foodbankccs<\/a> the number of seniors served has doubled since &#8217;09\/&#8217;10 cuts to SSI\/SSP &#8211; just like the rest of state <a href=\"https:\/\/twitter.com\/hashtag\/CABudget?src=hash\">#CAB\u9884\u7b97<\/a> <a href=\"https:\/\/twitter.com\/CA4SSI\">@CA4SSI<\/a> <a href=\"https:\/\/t.co\/AGnnQYl8Fs\">https:\/\/t.co\/AGnnQYl8Fs<\/a><\/p>\n<p>\u2014 Carly Finkle (@CarlyFinkle) <a href=\"https:\/\/twitter.com\/CarlyFinkle\/status\/818916327033171969\">January 10, 2017<\/a><\/p><\/blockquote>\n<p>California has the highest poverty rate in the nation (20.3) and state budget cuts have forced further hardship on the 1.3 million who rely on Supplemental Security Income\/State Supplemental Payment for basic needs like food, shelter, and medication. The state-funded SSP portion of grants to individuals have been cut from $233 a month to the federal minimum of $156 a month, and for couples from $568 to $396 since 2009. Cost of living adjustments to SSI\/SSP were repealed in 2009 and only a single restoration was enacted in the state\u2019s 2016-17 budget.&nbsp;<\/p>\n<p>State lawmakers have made some improvements for low income people like raising the minimum wage and improving CalWORKs, but because SSI\/SSP recipients increasingly rely on expensive public safety, medical and nursing home services the changes aren\u2019t keeping up with California\u2019s high cost of living. California is also the only state where SSI\/SSP recipients cannot receive food stamps. Established in 2011, the CalFood Program is currently funded at $2M for 2016-17. CalFood strengthens our emergency food network by enabling California food banks to purchase California grown foods. This is vital support as our food banks experience high demand, complicated by the state\u2019s severe drought emergency, and the uneven, low-wage economic recovery.<\/p>\n<p>Also, there was no new Drought Food Assistance Program funding in the budget and an announcement that there won&#8217;t be in the future.
