{"id":41335,"date":"2023-04-26T18:01:45","date_gmt":"2023-04-27T01:01:45","guid":{"rendered":"https:\/\/www.cafoodbanks.org\/?p=41335"},"modified":"2023-04-27T11:05:43","modified_gmt":"2023-04-27T18:05:43","slug":"ca-food-banks-applaud-anti-hunger-investments-in-states-senate-budget-plan","status":"publish","type":"post","link":"https:\/\/www.cafoodbanks.org\/zh\/blog\/ca-food-banks-applaud-anti-hunger-investments-in-states-senate-budget-plan\/","title":{"rendered":"CA Food Banks Applaud Anti-Hunger Investments in State&#8217;s Senate Budget Plan"},"content":{"rendered":"<p>This morning, the Senate released their bold <a href=\"https:\/\/sbud.senate.ca.gov\/sites\/sbud.senate.ca.gov\/files\/Protect%20Our%20Progress%20Senate%20Budget%20Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;Protect Our Progress&#8221; Senate Budget Plan<\/a>, which lays out a very ambitious framework for addressing record levels of hunger and poverty that California is facing today. This ambitious plan centers the lives of California\u2019s most vulnerable residents in its vision, and prioritizes investments that will help us achieve a hunger-free California that we know is possible.<\/p>\n\n\n\n<p>In particular, we are grateful for the recognition of the ongoing hunger-crisis caused by the COVID-19 Pandemic and ending of CalFresh Emergency Allotments on March 26. While <a href=\"https:\/\/www.ipr.northwestern.edu\/apps\/economicindicators.html\" target=\"_blank\" rel=\"noreferrer noopener\">1 in 5 Californians still experience the toxic stress and health impacts of food insecurity<\/a>, <a href=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2023\/03\/2023_Emergency-Allotments-PEBT_Factsheet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">5 million Californians this month have stopped receiving the critical boost to their CalFresh benefits<\/a> that had raised every CalFresh recipient\u2019s benefits by an average of $82 per month. This represents a loss of $500 million per month in food benefits statewide.\u00a0<\/p>\n\n\n\n<p>We are grateful that the Senate Budget plan proposes many important, and some long sought after, investments into anti-hunger programs that will help to mitigate harm:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Establish $50 as the new CalFresh minimum, up from the current $23<\/li>\n\n\n\n<li><a href=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2023\/04\/2023_CAFB_CalFresh-CARE-Benefits.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Establish CalFresh ABAWD CARE benefits<\/a> to protect Californians from harsh Federal ABAWD time-limit rules<\/li>\n\n\n\n<li>Fully implement and leverage the new Summer-EBT program starting in 2024 to protect children from summer hunger when school is out<\/li>\n\n\n\n<li>Ensure that SSI recipients have equity in their CalFresh benefit amounts<\/li>\n\n\n\n<li>Expansion of Food for All (California Food Assistance Program) to all undocumented Californians regardless of age<\/li>\n\n\n\n<li>Improvement to EBT card security to protect CalFresh and CalWORKs households from skimming and theft<\/li>\n\n\n\n<li>Continue to build on success of School Meals for All and augment Kitchen Infrastructure and Training (KIT) funds<\/li>\n<\/ul>\n\n\n\n<p>In addition, we are grateful for budget priorities to support the basic needs of low-income Californians, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Set a minimum CalEITC amount at $275 beginning with the 2023 tax year<\/li>\n\n\n\n<li>Increase to Child Care Rates to support child care workers<\/li>\n\n\n\n<li>Protect increase to SSP grants set in the Budget Act of 2022 agreement<\/li>\n\n\n\n<li>Increase in funding for basic needs, rapid rehousing, disabled students support, and mental health supportive services for CCC, CSU, and UC students<\/li>\n\n\n\n<li>Provide $20 for CalWORKs recipients to cover costs of menstrual products<\/li>\n\n\n\n<li>Ongoing funding for the Homeless Housing, Assistance and Prevention (HHAP)<\/li>\n\n\n\n<li>Expand unemployment insurance coverage for excluded workers<\/li>\n<\/ul>\n\n\n\n<p>In addition to these important priorities, we call on the Legislature and Governor to protect and continue ongoing investments in California\u2019s highly effective network of food banks, to ensure they have the resources they need to serve their communities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2023\/02\/CAFB-CalFood-2023_24-Budget-Fact-Sheet-3.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$60M ongoing for CalFood<\/a>, enabling food banks to purchase and distribute California-grown and produced foods<\/li>\n\n\n\n<li><a href=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2023\/02\/CAFB_180M_Capacity-Climate-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$180M one-time for Climate and Capacity Resilience Infrastructure<\/a>, enabling food banks to upgrade warehouses and transportation infrastructure<\/li>\n\n\n\n<li><a href=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2023\/02\/2023_SDFAP_2.21.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Permanent authorization of the State Disaster Food Assistance Program<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2023\/03\/CADB-Factsheet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">$60M to sustain and expand funding for diapers, wipes and menstrual products<\/a><\/li>\n<\/ul>\n\n\n\n<p>We are looking forward to working with budget leaders in the weeks ahead to achieve these priorities in the final 2023-24 state budget.&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>This morning, the Senate released their bold &#8220;Protect Our Progress&#8221;
