We are extremely disappointed that several California Members voted for the largest cut to food assistance in history.\u00a0<\/p>\n\n\n\n<p>The bill makes a historic 30% cut to SNAP, and is a direct attack on California\u2019s most vulnerable residents. It would dismantle SNAP, known as CalFresh in California, our most effective anti-hunger program that helps 5.5 million low-income Californians afford groceries.\u00a0<\/p>\n\n\n\n<p>For California, the stakes are massive not just to food security, but to the very foundation of our food economy. The state\u2019s share of the roughly<a href=\"https:\/\/www.americanprogress.org\/article\/the-house-republican-snap-cuts-would-take-food-from-hungry-families\/#:~:text=House%20Freedom%20Caucus%20members%20and,children%20and%20families%20in%20need.\"> $300 billion cut &#8211; a 30% cut &#8211; to federal SNAP assistance<\/a> is approximately $36 billion.&nbsp;<\/p>\n\n\n\n<p>This would strike a devastating blow to our communities and local economies, causing the loss of some 488,000 jobs statewide (<a href=\"https:\/\/www.ers.usda.gov\/publications\/pub-details?pubid=93528\">using USDA ERS\u2019 factor of 13,560 jobs per $1 billion in SNAP<\/a>), from grocery store workers to truck drivers to farmers and farmworkers. Grocery stores will close, creating food deserts that harm rural economies, and farmers will suffer a $30 billion loss nationwide.\u00a0<\/p>\n\n\n\n<p>These cuts will spike food insecurity, permanently overload local food banks which are already stretched, ultimately pushing working families, children, seniors, and people with disabilities deeper into poverty.&nbsp; <a href=\"https:\/\/www.cnbc.com\/2025\/04\/26\/americans-groceries-buy-now-pay-later-loans.html\">Already, 1 in 4 nationally are taking on grocery debt just to afford food<\/a>.&nbsp;<\/p>\n\n\n\n<p>State and county governments will be left to manage the fallout\u2014with fewer federal resources to do so. Counties will face increased pressure on their human services departments, while the state will see greater demand for emergency food, public health, and housing programs. This is an unfunded mandate that shifts the burden to local county governments already stretched thin.<\/p>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h4 class=\"wp-block-heading\">The bill includes a range of harmful provisions, such as:<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Breaking <\/strong><strong>SNAP\u2019s foundation as a federal entitlement program<\/strong> by shifting costs for benefits and increasing administrative burdens to states, <a href=\"https:\/\/calbudgetcenter.org\/resources\/republican-proposed-calfresh-cuts-put-millions-of-californians-at-risk-of-hunger\/\">placing impossible financial burdens on California and every state which will require imposing major cuts to benefits and eligibility<\/a>.\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-05\/Klobuchar-Craig-Letter-SNAP_5-22-25.pdf\">CBO notes that this may mean the end of SNAP if states cannot meet this new burden<\/a>, which will <a href=\"https:\/\/www.urban.org\/urban-wire\/nearly-900000-additional-people-could-be-pushed-poverty-recession-snap-cost-sharing-plan\">worsen during future recessions as need spikes yet state revenues plummet<\/a>.\u00a0<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Reducing the Quality Control tolerance to $0, <\/strong><a href=\"https:\/\/aphsa.org\/wp-content\/uploads\/2024\/09\/2024-08-22_APHSA-Response-to-the-Farm-Food-and-National-Security-Act-of-2024.pdf\"><strong>artificially inflating error rates<\/strong><\/a> \u2014 exposing states to billions in higher SNAP benefit cost shares as a result.<\/li>\n\n\n\n<li><strong>Expanding SNAP\u2019s \u201cwork for food\u201d time limits<\/strong> to adults past SNAP\u2019s definition of \u201celderly\u201d to age 65, and parents with children as young as seven. This <a href=\"https:\/\/calbudgetcenter.org\/resources\/paperwork-over-people-why-republican-work-requirements-fail-families\/\">failed policy takes food assistance away because adults couldn\u2019t navigate red tape, not because they refused to work<\/a>.<\/li>\n\n\n\n<li><strong>Worsening SNAP benefit adequacy<\/strong> \u7ecf\u8fc7 <a href=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2025\/05\/TFP-Factsheet.pdf-18.pdf\">mandating that future<\/a> Thrifty Food Plan updates be cost neutral \u2014 further eroding the already inadequate SNAP benefit that is currently just $6.20 a day.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<div style=\"height:28px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>The bill also imposes cuts of even greater magnitude to Medicaid, jeopardizing health care access for millions. Taken together, these proposals would widen inequality, undercut the stability of our communities, devastate states and county governments, and undermine our state\u2019s ability to meet basic needs.<\/p>\n\n\n\n<p>We urge Members of Congress who voted for this legislation to meet with SNAP stakeholders, including participants, to understand how truly devastating this bill is. The Senate must reject this harmful legislation, and listen to the clear call from families that they need more help, not less, to afford food, healthcare, and other basic needs.&nbsp;<\/p>\n\n\n\n<p>Congress must prioritize the health and well-being of everyday Californians \u2014 not cut vital programs for the millions of Californians struggling to get by.<\/p>\n\n\n\n<div style=\"height:24px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div style=\"height:16px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">\u5408\u4f5c\u4f19\u4f34\u7b7e\u540d\/\u5f15\u8ff0\uff1a&nbsp;<\/h4>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2025\/06\/ecp.svg\" alt=\"\" class=\"wp-image-51116\" style=\"width:179px;height:auto\"\/><\/figure>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>\u201c\u6beb\u65e0\u7591\u95ee\uff0c\u8fd9\u9879\u7acb\u6cd5\u9006\u8f6c\u4e86\u6570\u5341\u5e74\u6765\u4e3a\u6d88\u9664\u8d2b\u56f0\u5bfc\u81f4\u7684\u9965\u997f\u6240\u505a\u7684\u52aa\u529b\uff0c\u5e76\u5c06\u6211\u4eec\u7684\u5b69\u5b50\u7f6e\u4e8e\u96be\u4ee5\u60f3\u8c61\u7684\u7cae\u98df\u4e0d\u5b89\u5168\u672a\u6765\uff0c\u201d <strong>\u52a0\u5dde\u7ec8\u7ed3\u513f\u7ae5\u8d2b\u56f0\u7ec4\u7ec7\u603b\u88c1\u517c\u9996\u5e2d\u6267\u884c\u5b98\u5e0c\u7c73\u5361\u00b7\u52a0\u65af\u91d1\u65af<\/strong>. \u201cIf that weren\u2019t enough, the bill undermines pathways out of poverty by devastating our food economy, leading to store closures, food deserts, and hurting the very jobs we need to expand access to the California Dream. It is astonishing that California Members of Congress voted for this legislation. Should the Senate return a bill to the House, we implore them to do the right thing for the children of their communities.\u201d<\/p>\n\n\n\n<div style=\"height:33px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2025\/06\/cga.svg\" alt=\"\" class=\"wp-image-51124\" style=\"width:141px;height:auto\"\/><\/figure>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>\u201c\u6c11\u9009\u5b98\u5458\u7ecf\u5e38\u8be2\u95ee\u5982\u4f55\u624d\u80fd\u5728\u793e\u533a\u5185\u589e\u52a0\u6742\u8d27\u5e97\u3002\u6295\u7968\u901a\u8fc7\u5927\u5e45\u524a\u51cf\u98df\u54c1\u5238\u8ba1\u5212\uff08SNAP\uff09\u7684\u6cd5\u6848\uff0c\u5c06\u4f1a\u9002\u5f97\u5176\u53cd\u3002\u62df\u8bae\u7684\u524a\u51cf\u63aa\u65bd\u5c06\u5bf9\u76ee\u524d\u80fd\u591f\u5b9a\u671f\u524d\u5f80\u5546\u5e97\uff0c\u7528\u98df\u54c1\u5238\u8d2d\u4e70\u65b0\u9c9c\u8425\u517b\u98df\u54c1\u7684\u4f4e\u6536\u5165\u5bb6\u5ead\u7684\u798f\u7949\u4ea7\u751f\u5bd2\u8749\u6548\u5e94\uff0c\u201d <strong>\u83b1\u8482\u897f\u4e9a\u00b7\u52a0\u897f\u4e9a\uff0c\u52a0\u5dde\u6742\u8d27\u5546\u534f\u4f1a\u5dde\u653f\u5e9c\u5173\u7cfb\u4e3b\u4efb<\/strong>. \u201c\u5728\u8bb8\u591a\u670d\u52a1\u4e0d\u8db3\u7684\u793e\u533a\uff0c\u98df\u54c1\u5238\uff08SNAP\uff09\u9886\u53d6\u8005\u6784\u6210\u4e86\u5546\u5e97\u987e\u5ba2\u7fa4\u7684\u5927\u591a\u6570\u3002\u5982\u679c\u6ca1\u6709\u8fd9\u9879\u652f\u6301\uff0c\u8bb8\u591a\u8fd9\u6837\u7684\u5546\u5e97\u5c06\u88ab\u8feb\u5173\u95e8\u3002\u6742\u8d27\u5e97\u662f\u7ecf\u6d4e\u652f\u67f1\uff0c\u4e5f\u662f\u4eba\u4eec\u5065\u5eb7\u548c\u798f\u7949\u7684\u91cd\u8981\u6765\u6e90\u3002\u6211\u4eec\u6566\u4fc3\u56fd\u4f1a\u5426\u51b3\u8fd9\u4e9b\u524a\u51cf\u8ba1\u5212\uff0c\u4ee5\u4fdd\u62a4\u98df\u54c1\u5238\u9879\u76ee\u5e76\u652f\u6301\u6211\u4eec\u5f53\u5730\u7684\u793e\u533a\u3002\u201d<\/p>\n\n\n\n<div style=\"height:33px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2021\/06\/CAFB-Logo.svg\" alt=\"\" class=\"wp-image-16832\" style=\"width:179px;height:auto\"\/><\/figure>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>\u201cCalifornia food banks are already stretched thin, serving more than 6 million people each month. There is no way that food banks can make up for the amount of food households would lose as a result of these cuts to SNAP,\u201d said <strong>\u52a0\u5dde\u98df\u54c1\u94f6\u884c\u534f\u4f1a\u9996\u5e2d\u6267\u884c\u5b98\u65af\u5854\u897f\u4e9a\u00b7\u83b1\u6587\u83f2\u5c14\u5fb7<\/strong>. \u201c\u98df\u54c1\u94f6\u884c\u6bcf\u63d0\u4f9b\u4e00\u9910\uff0cSNAP\uff08\u8865\u5145\u8425\u517b\u63f4\u52a9\u8ba1\u5212\uff09\u5c31\u80fd\u63d0\u4f9b\u4e5d\u9910\u3002\u6211\u4eec\u6566\u4fc3\u56fd\u4f1a\u5426\u51b3\u8fd9\u4e9b\u524a\u51cf\u63aa\u65bd\uff0c\u4fdd\u62a4SNAP\uff1b\u8fd9\u662f\u4e00\u4e2a\u884c\u4e4b\u6709\u6548\u7684\u9879\u76ee\uff0c\u5b83\u4e0d\u4ec5\u80fd\u6d88\u9664\u9965\u997f\uff0c\u8fd8\u80fd\u4fdd\u62a4\u6211\u4eec\u793e\u533a\u7684\u5c31\u4e1a\u3002\u201d&nbsp;<\/p>\n\n\n\n<div style=\"height:33px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/www.cafoodbanks.org\/wp-content\/uploads\/2025\/06\/WCLP_LogoH_RGB.svg\" alt=\"\" class=\"wp-image-51125\" style=\"width:272px;height:auto\"\/><\/figure>\n\n\n\n<div style=\"height:14px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>\u201cIt has been shocking to see California Members of Congress vote against the interests of the very people they were elected to represent. At a time when people are working harder than ever just to stay afloat, our leaders should be expanding support, not slashing it to give tax breaks to the ultra-wealthy,\u201d said <strong>\u57fa\u5229\u00b7\u5965\u5e03\u83b1\u6069\uff0c\u897f\u90e8\u6cd5\u5f8b\u4e0e\u8d2b\u56f0\u4e2d\u5fc3\u653f\u7b56\u5021\u5bfc\u8005<\/strong>. \u201cThis bill threatens to take food off tables, puts 400,000 California jobs at risk, and rips $54 billion out of our local economies to funnel even more wealth to insatiable billionaires.
