CalFresh Recipients At Risk Due to H.R. 1 Changes - California Association of Food Banks

In July 2025, Congress passed H.R. 1, which imposes time limits for SNAP/CalFresh benefits on several additional populations if they cannot prove they meet certain work requirements or exemptions. These time limits are not yet in effect because California has a statewide waiver through January 2026.

Once the waiver expires, populations that will be at risk for losing benefits due to H.R. 1 changes to time limits include:

Adults 55-64 without disabilities who do not have children in their households
Adults 18-64 without disabilities with children 14-17 in their households
Veterans
People experiencing homelessness
Former foster youth

Below are very rough estimates of the number of CalFresh recipients, as of May 2025, in some of these at-risk categories. Note: Not all of these recipients will lose benefits, as some will likely be able to prove they meet work requirements.

Total numbers of CalFresh persons are provided for reference.

Methods

For CalFresh persons: Used Raw Data from the California Department of Social Services (CDSS) CalFresh Dashboard accessed July 22, 2025: https://www.cdss.ca.gov/inforesources/data-portal/research-and-data/calfresh-data-dashboard, updated July 10, 2025. May 2025 participation by county used to calculate the share of persons and households, respectively, of total CalFresh population in each county.

For Adults 55-64 no kids, and Adults 18-64 with kids 14-17: from CBPP internal analysis of ACS 2023 microdata, shared via personal correspondence through California Budget & Policy Center.
