March 9, 2024: Today, President Biden signed the Consolidated Appropriations Act, 2024 (H.R. 4366), securing a full year of funding through September 30, 2024 for six federal agencies, including the Department of Agriculture. Thankfully the bill includes protecting SNAP and fully funding WIC while avoiding a partial federal government shutdown. 

February 29, 2024: Today, the House and Senate passed a Continuing Resolution (H.R. 7463), which now heads to President Biden for signature. This will continue funding some federal departments until March 8, and others until March 22. Congress still must pass a full budget (or another Continuing Resolution) by March 8 to avoid a partial federal government shutdown and by March 22 to avoid a full government shutdown. 

January 18, 2024: Today, the House and Senate passed a laddered Continuing Resolution (H.R. 2872). This bill will continue funding some federal departments at current levels until March 1, and other departments until March 8. Although this ensures the federal government will not shut down tomorrow, Congress still must pass a full budget (or another Continuing Resolution) by March 1 to avoid a partial federal government shutdown and by March 8 to avoid a full government shutdown when this Continuing Resolution expires.

November 17, 2023: Yesterday, the House and Senate passed, and President Biden signed, a laddered Continuing Resolution (H.R. 6363). This bill will continue funding some federal departments at current levels until January 19, and other departments until February 2nd. Although this ensures the federal government will not shut down today, Congress still must pass a full budget (or another Continuing Resolution) by January 19 to avoid a partial federal government shutdown and by February 2 to avoid a full government shutdown when this Continuing Resolution expires.

October 16, 2023: Today, USDA confirmed SNAP (CalFresh) benefits will be issued as normal in November and December. Under the terms and conditions of the current Continuing Resolution, USDA is able to provide SNAP benefits as normal through the end of December 2023.

October 1, 2023: Yesterday, the House and Senate passed, and President Biden signed, a 45-day Continuing Resolution (H.R. 5860). This bill will continue funding the government at current levels through November 17, including critical anti-hunger programs like SNAP, WIC, TEFAP, and CSFP. Although this ensures the federal government will not shut down today, Congress still must pass a full budget (or another Continuing Resolution) by November 17 in order to avoid a federal government shutdown when this Continuing Resolution expires. 

September 20, 2023: CDSS issued an All County Welfare Directors Letter stating that CDSS does not need to issue CalFresh benefits early for the month of October 2023, even if there is a federal government shutdown. This letter confirms that CalFresh benefits for the month of October will be issued as normal, during the 1st-10th of the month, with no interruptions for CalFresh households. CDSS will issue guidance related to any future possible Federal government shutdown and the impact on CalFresh benefits as needed.

September 18, 2023: USDA announced immediate changes to their accounting practices, which means CDSS (and other states) does not need to issue CalFresh benefits early for the month of October 2023, even if there is a federal government shutdown. CalFresh recipients will get their CalFresh issuance on their normal date between October 1st-10th. 

September 15, 2023: CDSS issued an All County Welfare Directors Letter, outlining a contingency plan for the early issuance of October 2023 CalFresh benefits in case of a federal government shutdown. The plan will only be activated if Congress cannot reach an agreement to avoid a federal government shutdown by September 20. If no agreement is reached, California will issue October’s CalFresh benefits early, at the end of September. If the plan is enacted, we will need your help getting the word out to CalFresh households but please wait until we know more.

February 13, 2019 – CalFresh benefits for March will be issued on a single day, Friday, March 1, 2019, rather than the normal staggered issuance cycle of the first through the tenth of the month. This change will mitigate the effects of the early issuance of February benefits and the resulting gap in food assistance. Counties shall continue all other CalFresh operations as usual. January 25, 2019 – The government has been funded through February 15. If there is no deal at that point, the government could shut down again. If there is another shutdown, USDA could fund SNAP/CalFresh benefits for March and April, as long as April benefits go out by March 15 (30 days after February 15).

BACKGROUND

The Continuing Resolution that was funding USDA and nutrition programs including SNAP/CalFresh expired on December 21. USDA has not received appropriations to fund SNAP/CalFresh past January 20 and has instructed states to issue benefits early – no later than January 20. After January 20 there are USDA SNAP contingency funds that will be available until they run out.
